Our Purpose
Before the last century, strangers often introduced themselves with letters from notaries attesting to their identity. When the telephone made personal referrals much easier, authoritative documentation became less important.
The Internet re-introduces the identity problem. We need to communicate with, do business with, and trust people whom we have never met in person. But how do we know they are who they claim to be? Has the speed of e-commerce made risk more acceptable?
ICCAP is working to establish a worldwide standard for the practice of identity verification consistent with the needs of people and the capabilities of technology. We support a return to identity verification by trained professional notaries who will, in all jurisdictions including common law jurisdictions, adhere to the rigorous standards of conduct and accountability established by the Latin notary profession.
ICCAP has established committees comprising internationally respected technologists and notaries from both civil- and common-law jurisdictions to draft our standards, which will address issues of
- Personal integrity
- Professional conduct
- Technological competency
